Project Description
The Jeddah plan is an urban and socio-economic development strategy for the Jeddah city/region. The Plan aims to address the issues of urban settlement in a more structured and sustainable way. During the 2 years spent developing the plan, the team created a number of critical initiatives around the introduction of affordable housing, increasing access to public open spaces, and the reclamation of the city’s many cultural and environmental assets. In addition, the in-country team helped strengthen organisational elements of the local authority to ensure it was ready to adopt the plan. Key features of the plan include:
- Jeddah Vision and Plan: holistic spatial planning (spatial framework, regulating plan, detailed sectoral strategies and policies) including also historic core regeneration (with UNESCO), unplanned settlements regeneration (Jeddah without Slums), housing, environmental management, transport plan (incl. Mecca- Medina fast train corridor, alignment, dual-use – fast train and local traffic – stations location and conceptual design as new sub-centres, financial model for stations financing), waterfront management, public space, tourism.
- Institutional strengthening and Capacity building (Audit, BPR, administrative reform, HR policy, development control and project review) and Design, Procurement and Delivery Support: municipal finance, PPP, development contribution, project management, outsourcing.
- A Balanced Scorecard and set of indicators for measuring city performance against established objectives.
